Mr. John-Francis Emmanuel Frias is a Project Manager and Quality Assurance Supervisor for San Diego Project Management.

     John earned a Bachelor in Arts in Political Science, with a Minor in International Business from Metropolitan State University of Denver, Denver, CO

     After serving in the US Army, John became interested in ecological solutions and Solar Photo Voltaic systems.  He has an Associate PV Installer Certificate from NABCEP and has a Solar Business and Technical Sales Certification the Solar Energy International. John has installed first and second AllEarth Dual Axis Solar Power Point Trackers in Colorado.  

     John is member of: Colorado Solar Energy Industries Association (COSEIA), Project Management Institute (PMI), The Climate Reality Project, Citizens Climate Lobby and the Society of American Military Engineers.  

     John joined San Diego Project Management, during Hurricane Maria, and he has been providing QA services for the US Army Corps of Engineers Blue Roof mission and the Debris Removal mission.  Currently John is the Project Manager of the post Hurricane Maria assignments with FEMA.
