Mr. Patrick J Balcazar, PE is the sole owner, founder and Principal of San Diego Management, PSC. 

     Mr. Balcazar has a Bachelor of Science in Civil Engineering from New Mexico State and a Master of Science in Civil Engineer from Georgia Tech.  He has a Professional Engineer License from Florida (No. 71975) and Puerto Rico (No. 16507).  Mr. Balcazar has worked in the public and private sector always as an engineer.  He served twenty years in the US Army Corps of Engineers, and after retirement from a successful military career, Mr. Balcazar started the firm San Diego Project Management.

     Mr. Balcazar is a Life Member of the American Society of Civil Engineers (ASCE), the National Society of Professional Engineers (NSPE), and the Society of American Military Engineers (SAME).  He is also a member of the American Society for Healthcare Engineers (ASHE), Association of General Contractors, and the US Green Building Council and the Colegio de Ingenieros y Agrimensores (CIAPR) in Puerto Rico.

     Mr. Balcazar, he has been awarded the AUSA Regions III President’s Leadership Award for Outstanding Service in support of the Association of the United States Army and its goals in Puerto Rico.  The SAME Region Vice President Medal for Engineer Excellence, for meritorious service for contributions to the profession of engineering and military engineering in the European Region, and the Outstanding Young American, for the professional, community, engineering, diplomatic and military service in the Republic of El Salvador during the war.  Mr. Balcazar was awarded the Bronze Star for meritorious service as the Operations Officer for the VII Corps Engineer during Desert Storm.

     Mr. Balcazar has a current Contractors Quality Control Management certificate from the US Army Corps of Engineers, Class III Asbestos Work Certification.  The firm San Diego Project Management, under his leadership, has earned various awards and recognition for safety and quality in construction.  SDPM has earned the AGC–PR Excellence in Safety for five years in a row (2012- 2017).

 

       Mr. Balcazar is a strong believer in developing the industrial base for construction in Puerto Rico for the Federal market and involves himself in numerous community activities. He has been a speaker for Banco de Fomento on how local firms can compete in the Federal marketplace and gives talks on Ethics to professional organizations. 

As an owner of a Design-Build firm, he has specialized in providing DB Services for medical facilities to the Department of Veteran Affairs.  Mr. Balcazar is a self-taught BIM Manager.
